Protest Rally of Hepatitis C procurement

Through our Community-Led Monitoring (CLM) of Viral Hepatitis services, we found that since 2019 there have been several stockouts of Hepatitis C medicines. The most current one is the stock-out of Daclatasvir since early April 2023.

Today, Peduli Hati Bangsa together with other community organizations carry out an action to ask the Government to immediately procure the needed medicine. We also requested the Ministry of Health to prudently plan for the future Hepatitis C drug procurement with the involvement of community members.

We were received by the following authorities of the Ministry of Health:

  1. Dr. dr. Agusdini Banun Saptaningsih, Apt., MARS (Director of Pharmaceutical Management and Services at the Directorate General of Pharmaceuticals and Medical Devices)
  2. dr. Siti Nadia Tarmizi, M.Epid (Head of the Indonesian Ministry of Health’s Communication and Public Service Bureau)
  3. dr. Imran Pambudi, MPHM (Director of Communicable Disease Prevention and Control)

Key outcomes of the advocacy meeting:

  1. In 2023 there will be 2 sources of funding to purchase Hepatitis C medicines: the State Budget and the Global Fund
  2. The procurement of Daclatasvir with the State Budget is now in process and expected to reach Indonesia by June 2023 (2 months earlier than expected)
  3. The fixed-dose combination of Sofosbuvir and Velpatasvir is in the process of being included in the National Formulary list and will be initially procured with Global Fund reprogramming funding starting this year (estimated to arrive in December 2023)
  4. There will be additional 50 rapid molecular test machines to be jointly used between HIV and Hepatitis C
  5. A Hepatitis Working Group team will be formed with community involvement to coordinate steps in Hepatitis program planning, as a quick response mechanism, and for oversight function.
